FDA is Funding Talc Ovarian Cancer Research

With the recent dramatic increase in talcum powder ovarian cancer lawsuits filed in the United States, many consumers may be wondering what the FDA says about the alleged link between genital application of talc products and gynecologic cancer. Technically, the FDA does not regulate or require approval for cosmetic products, and the use of talcum powder for feminine hygiene is considered a cosmetic application. However, the FDA did issue a research grant last year so that scientists could further investigate the potential association between talc and ovarian cancer.
According to the FDA, “Under the Federal Food, Drug, and Cosmetic Act, cosmetic products and ingredients do not require FDA approval before they go on the market. The exception is color additives (other than those used in most hair dyes).” The agency does, however, have a number of systems in place to monitor cosmetic products, such as inspections, a voluntary cosmetic registration program, product surveys, an expert panel to review cosmetic ingredients, and adverse event reports from cosmetics consumers. If any of these systems identify potential risks, the FDA “acts on products that are established to be harmful to consumers when used as intended.”
In talcum powder ovarian cancer lawsuits, thousands of women say that they used products like Johnson’s Baby Powder and Shower-to-Shower “as intended” for feminine hygiene purposes via perineal application. According to these plaintiffs, Johnson & Johnson and others specifically promoted products, especially Shower-to-Shower, for “personal freshness”. For decades, J&J advertised their talcum powder products for feminine hygiene uses, encouraging women to sprinkle this powder on their undergarments, sanitary napkins, and even directly on the genital area. This, despite the fact that the company had been warned since as early as 1970 that scientific studies had identified a possible correlation between genital application of talc and ovarian cancer.
In 2016, the FDA issued a grant to Nakissa Sadrieh, PhD, to research possible talcum powder cancer risks through the FDA Office of Women’s Health (OWH). This branch “awards research grants for 1-2 year studies to address regulatory research questions related to women’s health issues and the impact of sex differences on product safety and efficacy.” In a summary of this proposed research, Sadrieh states, “Talc is an important industrial chemical, that is widely used in plastic apparatus and plastic surfaces, including surgical gloves, and gynecologic procedures, and women are commonly known to use products containing talc for hygiene and cosmetic purpose. Although some epidemiologic and animal studies have examined the relation between talc and ovarian cancer, talc’s effects on female genital system tissues have not been adequately investigated.”
While the FDA is not obligated to approve cosmetic products such as talcum powder, the agency does state, “Companies and individuals who market cosmetics have the legal responsibility to ensure the safety of their products.” This means that if an FDA investigation does show some association between talcum powder and ovarian cancer, Johnson & Johnson and other talc manufacturers and their suppliers could be held accountable for their failure to warn of cancer risks.
Recently, a sharp increase in the number of talcum powder cancer lawsuits pending in U.S. courts has been attributed to three multi-million dollar verdicts for plaintiffs in talc lawsuits in 2016.
